Wendy Turner – Consultant
Public Safety Software Subject Matter Expert
Program/Project Management
Wendy Turner lends her subject matter expertise by working with our customers to define their user requirements and then helping them manage these highly complex implementations for Computer Aided Dispatch (CAD), Records Management Systems (RMS), Mobile CAD/RMS Apps, External and Internal Interfaces and Surveillance Sensor Integrations all supported by a Geographical Information System (GIS) backbone.
During her thirty plus (30+) year career she has had significant and extensive strategic and operational success in providing customized Public Safety software and customized integrated security, surveillance and incident management software solutions for Local, State, Federal and Quasi government entities.
She has enjoyed success in helping customers define, execute and successfully deploy complex CAD/RMS systems in entities such as Municipal Police and Fire, State Police, Mass Transit, Freight Railroads, Airport/Port, Campus Police and Federal Fire/ATFP agencies whose requirements are unique to their agencies.
Some of her more notable achievements over the years include firsts in providing multi-agency, multi-jurisdictional Police/Fire/EMS CAD systems, State Police, University, Mass Transit and Freight Railroad CAD/RMS deployments, Integrated Records Management systems covering all aspects of Police and Fire operations, Field Reporting, Integration of CAD Calls with surveillance sensors in a field deployment for a Boston Marathon pilot and Real-time mapping for trend analysis and resource allocation decisions.
Ms. Turner has also served as a Director of a Security Technology Business Unit for a larger defense contractor where she oversaw and managed the design, engineering and implementation of custom integrated surveillance and security solutions for DoD, DHS, Public Safety, Railroad, Maritime and other Critical Infrastructure and High-Value Asset protection agencies.
In addition, Ms. Turner holds our California General Contractors B License earned during her time managing construction projects in Southern California before starting her own Construction Management company.
Ed Vergara – Consultant
Wide Area Integrated Surveillance Sensor and Security Design and Engineering Subject Matter Expert

Mr. Vergara is a professionally trained and experienced Security Engineer who lends his thirty-five (35+) years of subject matter expertise in working with our customers to define their user requirements. He then designs system architectures, systems design, systems integration and software programming interface development designs for complex security and surveillance implementations from the field to CAD and Sensor Management systems.
Some of Mr. Vergara’s more notable achievements include designing the system architecture for the Automatic Identification System (AIS)/Blue Force Tracking (BFT) system for the Joint Harbor Operations Center (JHOC) in San Diego. He also designed the BFT methodology and the shared networking infrastructure to route the AIS data. His architecture and design was the first operational AIS/BFT system in the country and he received SPAWAR’s Sustained Superior Performance Award for role as the AIS/BFT Technical Lead. In addition, Mr. Vergara designed and developed a tactical command and control solution for a Diver Detection system to protect ports and harbors. In addition, Mr. Vergara holds a FAA 107 Certification as a licensed Drone Pilot.
Mr. Vergara has worked closely with agency clients including the U.S. Navy, U.S. Coast Guard, Customs and Border Protection, Border Patrol, and the San Diego Harbor Police Department (SDHPD) to develop the command and control architecture implemented at the Joint Harbor Operations Center and the SDHPD Dispatch Center.
